YouTube Terms of Use

The Financial Consumer Agency of Canada (FCAC) uses YouTube (a free video-sharing platform owned by Google) as one way to communicate with consumers of financial products and services. Our use of YouTube is intended to support communication between us and other YouTube users. These terms of use describe how we will communicate with consumers through YouTube. By participating on our YouTube channel you are agreeing to these terms of use.

Content

Videos displayed on the FCACan YouTube channel will cover various finance-related topics of interest to individual consumers, partners, teachers and financial literacy advocates.

If you subscribe to our content, you can expect videos covering some or all of the following:

  • educational videos on how to better manage your personal finances
  • instructional videos on how FCAC’s tools can help save money
  • corporate videos to better understand FCAC’s mandate
  • informational videos on finance-related topics.

Subscriptions

We will accept subscriber requests from individual users as long as they comply with the terms of use. However, we will take steps to remove or block subscribers who do not abide by these terms. Users may also be reported to YouTube if they do not abide by YouTube’s terms of service.

The views of participants commenting on our YouTube channel do not represent our views, nor do we verify or confirm the accuracy of posted comments. We reserve the right to remove or not post comments if they appear to be in breach of these terms of use. The appearance of a YouTube user as a subscriber of FCAC does not imply our endorsement.

Feedback and messages

We welcome feedback and ideas that are constructive and relevant to a topic. All video and channel comments, as well as direct messages sent to our YouTube account will be read. Emerging themes and helpful suggestions will be passed to the relevant people at FCAC.

We may not be able to respond to all individual messages, nor may we be able to comment on all individual posts. To get more information about FCAC products and services, please visit our website or call us. We ask journalists to contact our Media Relations Officer.

Policy on comments

We welcome your comments and do not discriminate against any views. Disagreements and constructive arguments are acceptable as part of the discussion. However, abusive or insulting comments are not acceptable. We expect the content of posts to be respectful of others.

We disclaim all liability for comments posted to YouTube. However, we will moderate all comments and reserve the right to refuse to post ones containing content that is not appropriate, including any of the following:

  • comments that are contrary to the principles of the Canadian Charter of Rights and Freedoms
  • racist, hateful, sexist, homophobic, slanderous, insulting, or life-threatening messages
  • serious, unproven, unsupported, or inaccurate accusations against individuals or organizations
  • abusive, aggressive, coarse, vulgar, violent, obscene, or pornographic comments
  • comments that encourage or suggest illegal activity
  • messages that infringe copyright or other intellectual property rights
  • solicitations, advertisements, or endorsements of any financial, commercial, or non-governmental entity
  • attempts to defame or defraud any financial, commercial, or non-governmental entity
  • announcements from labour or political organizations
  • messages written in a language other than English or French
  • comments not sent by the author and/or posted by anonymous or robot accounts
  • repetitive posts copied and pasted by multiple users
  • unintelligible or irrelevant messages
  • messages that are off-topic and any other message that the channel managers feel will not add to the flow of discussion
  • messages that infringe upon an individual's privacy.

In short, be respectful and make sure your comments are relevant to the topic with respect to which you are responding. Anyone acting contrary to the terms may be blocked from posting to our YouTube channel. Users can provide video responses as long as they respect the terms of use. If you feel someone has violated YouTube's terms of service, report the problem by selecting the Flag link, which is a YouTube feature displayed beside every video and comment.

Note:
YouTube is an unsecured, public website. Comments are viewable by all YouTube users and, potentially, by hackers and others.

Availability

We recognize that the Web is a 24/7 medium and your comments are welcome at any time. However, given the need to manage federal resources, moderating and posting of comments will generally occur during regular office hours (8:30AM – 5:00PM ET) Monday to Friday. Comments submitted after hours or on weekends will be read and posted as early as possible the next business day.

YouTube may occasionally be unavailable and we accept no responsibility for lack of service owing to YouTube downtime.

Official languages

We respect the Official Languages Act and the related Treasury Board of Canada Secretariat policies. We are committed to providing information and services in English and French. FCAC’s videos and content are published in English on FCACan’s channel, and in French on ACFCan channel.

However, users should be aware that some information from external sources that are not subject to the Official Languages Act is provided as a convenience and is available only in the language in which it was provided. Information and services that are provided on this site in language(s) other than English or French are provided as a convenience for users.

The YouTube interface is available in multiple languages, including English and French. To change the interface’s language settings, select either English or French from the language selection menu in YouTube's website footer (at the bottom of a every YouTube Web page).

Privacy

FCAC's YouTube channel is located on a social networking website, which is under the control of Google. Therefore, the site is outside of the control of the Government of Canada. We encourage you to read YouTube’s privacy policy. We also caution you to be very careful about what you post. Avoid posting anything personal about yourself or anyone else.

We respect personal information as required by Canada's Privacy Act. Also, we ask participants to respect the personal privacy of others. However, we cannot guarantee that all users will comply. We will not be responsible for personal information posted by participants. Posts that contain the personal information of others will not be posted. Users who submit such posts will be blocked from further posting on our channel.

You participate at your own risk, taking personal responsibility for your comments, your username and any information you provide. To protect your privacy and the privacy of others, please do not include things such as telephone numbers, email addresses, other personal identifiers or personal financial information.

We do not ask for personal or confidential information of any kind from consumers by email or through social media tools such as YouTube.

Accessibility

The Government of Canada is committed to achieving a high standard of accessibility and is working to address issues with third-party service provider platforms.

All the videos and content found on FCACan’s YouTube channel are also available in the Multimedia section of the Agency’s website, where transcripts and closed captioning are offered. If you have any problems accessing any information on the site, please contact social@fcac-acfc.gc.ca and we will try to fix the problem or provide the information in an appropriate format.

Links to websites not under the control of the Government of Canada are provided for the convenience of users. We are not responsible for the accuracy, currency or reliability of the content of other sites. We are not responsible for the information found through these links, nor do we endorse the sites or their content.

FCAC employee use of YouTube

Some FCAC employees use YouTube outside of work hours and in their personal capacity under their own names or pseudonyms. Despite their professional affiliation with FCAC, the conduct of employees on YouTube in their personal capacity does not represent the official position of FCAC. The conduct of these employees should be considered as that of private citizens.
