Internal Audit Report on Corporate Planning Framework

Conclusion

Overview

The audit of FCAC corporate planning activities and processes covered the 2008/9 planning period, and the improvements made, underway and planned for the 2009/10 period.

The audit was conducted on a collaborative effort basis with valuable exchanges of views. In developing a corporate planning model that is appropriate to FCAC and in shaping this report's recommendations, we had discussions with the Commissioner, Deputy Commissioner and Director, Corporate Services responsible for planning.

We found that FCAC had established an appropriate corporate planning framework that integrates the Strategic, Business and Activity plans. In addition, we observed strong communications between management and with staff.

Conclusion

Our audit conclusion, based on assessment of FCAC corporate planning activities and practices, and improvements underway and planned, is that:

Corporate planning activities and processes incorporate all elements and components of a comprehensive planning framework. As outlined in this report, there are areas for strengthening planning:

  • Streamlining and refining the Business Plan structure
  • Aligning plan expected results indicators with performance reporting
  • Developing an overview guide on planning

Our audit team wishes to recognize the excellent cooperation and contributions of all participants involved in the audit.
